What Are The Compliance for Flavored Water Manufacturer

Flavored water is made of water, added with some natural or artificial flavorings. It contains sweeteners or sugar, can contain caffeine. Flavored water other than enhancing the taste of water contains some amount of nutritional value and hence is considered a better and healthier option than consuming drinks that have soda mixed.

Setting up a flavored water manufacturing unit in India involves investing in machinery and equipment for adding the flavored concentrate and sugar to water in the correct proportion and uniformly. The following registrations are mandatory to start work:-

a. Registering the new business entity as an OPC, LLP, Partnership Firm, Sole Proprietorship or a Private Limited Company.

b. Register the Trademark.

c. With an annual turnover of more than Rs. 20 lakh per annum, register the flavored water unit under GST. This is also mandatory for units that would export the product or sell on e-commerce platforms or sell in other states of the country.

d. Register for MSME Udyog Aadhaar if the unit falls under micro, small or medium-scale enterprise.

e. Get the FSSAI License.

f. No objection certificate from the Pollution control board of the state

g. Pest control certification

h. Electrical load sanction

i. Test report of raw water from the recognized laboratory

j. BIS certification from the Bureau of Indian Standards (BIS)

FSSAI License/Registration


A flavored water manufacturing unit requires a steady supply of water and electricity. In order to ensure that the water being used to manufacture the flavored water is safe for drinking, the raw material in the form of a synthetic or natural flavor is not harmful to the health of human beings and that the final product is suitable to be bought by customers and safe for their consumption, the manufacturer of flavored water needs to take permission from the Food Safety and Security Authority of India before starting operations of the manufacturing unit.

Depending upon the installed capacity of the plant, the FBO needs to apply for the central or the state license. While applying for either of the licenses, the operator needs to submit certain documents — in this case, the manufacturer needs to submit the following:

a. A complete list of machines and equipment installed with numbers, capacity, and horsepower.
b. Chemical and bacteriological analysis report of water from a recognized public health laboratory that is to be used as an ingredient.
c. Pesticide residues report of water from a recognized public health lab is mandatory for manufacturers of Packaged Drinking Water, packaged mineral water, and carbonated water.
d. Layout plan of the processing unit marking the operation-wise area allocation.
Both the licenses are issued after:
· The authorities go through the documents, ask for further documentation if required and then approve or reject the application.
· The premises of the unit are then inspected by the respective authorities.
The license is issued only if the inspector’s report is satisfactory as well as the authorities are happy with the lab reports from accredited labs.
